Mexico's Ministry of Economy is preparing for a boycott of Chinese textiles

According to an article published by the Mexican reform newspaper and the financier on November 9, respectively, on December 11th, 2011, the “Agreement on Trade Remedy Measures” signed by China and Mexico in 2008 will officially expire. The 204 tax items are mainly ink-protected industries, and the ink industry is very concerned about the huge impact of Chinese products after the agreement expires. Its iron and steel industry associations, footwear associations, and the New Lyon State-based Chamber of Commerce have already proposed to the government products aimed at Chinese products. Protection measures recommended.

The Mexican Ministry of Economic Affairs declares that it will apply with the Mexican textile, footwear and clothing trade associations to the World Trade Organization for a dispute resolution and will adopt compensation taxes and safeguard measures for Chinese goods. Mexico’s economy minister stated that it is collecting materials related to damages to Mexican companies by Chinese products in Mexico’s most relevant Mexican Chamber of Commerce, in order to substantiate China’s unfair trade practices such as low quotations and re-exports, and send them to the WTO. According to the agreement signed by China and Mexico, during the implementation of transitional measures, Mexico could not apply to the World Trade Organization for a dispute settlement mechanism against China’s unfair trade. Once the transitional measures are cancelled, Mexico can apply to the WTO. The Mexican government has prepared safeguards to avoid the surge in Chinese exports to Mexico. In addition, Mexico Customs will at any time use warning prices to boycott Chinese goods entering Mexico at dumping prices and its impact on the Mexican domestic market.

At present, the Mexican government has proposed to China that there are low-cost customs declarations for three types of textiles, including polyester printing cloths, polyester grey cloths and bleached cloths.

According to statistics from China Customs, in 2010, China exported 1.319 billion U.S. dollars to Mexican textiles and garments, 1.04 billion U.S. dollars in textile exports, and 279 million U.S. dollars in apparel exports. The total exports of the three categories of products totaled US$ 33.723 million, which accounted for 2.5% of the total exports of Mexican textile and apparel products in the year, and accounted for 2.7% of the exports of similar products of the world. The major export provinces and cities were Zhejiang and Jiangsu.

South American countries have high import tariffs, and Mexico and Brazil have reported that there are low-cost customs declarations. Although the primary responsible party for low-cost customs declaration is Mexican importers, we call for Chinese enterprises to export in an orderly manner, strengthen self-discipline and mutual legality in the industry, and jointly safeguard the stable and sustainable development of China's textile exports.
